Using this Congressional Report for members of Congress and your textbook, write a 5-page memorandum/paper on the topic of rulemaking (refer below as to the format of a memorandum). Your memo should include a narrative, citations and at least 2 scholarly references on a separate reference page to support it.  I do not require a title page with this since it is a memo.

You are a summer intern with Harry Smith, a Congressman from your home district. He has to advise his congressional committee on the impact of interest groups on legislation.
